I’d be ashamed and embarrassed to have such a Policy — it is so CLEAR in its insanity — either HASS thinks everyone is STUPID or … — talk about passing the buck to the rest of Society — WHAT are they thinking? — WHAT is their job description? — WHY do they get paid? — How can this be! — For those who think it’s ok to IGNORE &/or NEGLECT Animals, I say, it’s high-time for a CAREER CHANGE — GET OUT! — such STUPIDS do NOT belong anywhere near Animals.

You defined HASS as shelters are directed to treat all free-roaming dogs the same and leave them to whatever fate might befall them.

It suddenly hit me that our society is treating many humans in same way. Look at increase in homelessness. Look at how we treat migrants who seek asylum from their home countries where much of those countries chaos was furthered by US foreign policies and interference. The interference was also sort of like HASS—treat them the same and leave them to their fate.

Oh, and what is point of microchips if shelters refuse to even take them in or send out employee to do the scan that just takes minutes? Does this mean you have to find willing vet or kind neighbor who has scanner and is willing to help the animal find its way home? And what about the owners who don’t want the animals anymore?

Those 2 women and the ones running Austin Pets Alive and other so called shelters/rescues are sociopaths in my opinion —they have no empathy and no conscience about the harm and damage they are doing to sentient creatures.
