A recent audit of the Austin, TX, city shelter found that despite lower intakes, killing has increased, adoptions have declined, volunteers are being retaliated against, animal care has become substandard, and staff-management and rescuer-management relationships have soured.

What happened? Why did they hire a traditional kill Director? Usually when something like this happens in Texas (I am a Texan), the question to ask in order to find the answer is where is the money and to whom does the money trail lead? Usually all answers are revealed after you Follow the Money.
A new city manager hired someone with experience running shelters, not experience running shelters successfully -- and did so despite objections from No Kill advocates and rescuers.
Well, since I am very disgusted with politicians in Texas, I would not be surprised if there is money trail between city manager & new shelter director. It happens too frequently in Texas.
